This is Hard Hat Mack by Electronic Arts.

You must load this game ,8,1 or ,1,1 for it to work.  (If you use it as
a tape file, select the game with F9, then type  LOAD"",1,1  and type RUN.)

On the first level, you need to collect the rivet on each level on drop it 
in the hole on that level (you may be able to carry them to different levels
if you wish, I'm not sure).  AFTER you have placed all the rivets, catch 
the rivetting tool (kinda T-shaped, bouncing around), and run over each 
rivet with it.  Note:  Don't catch the tool until you've placed the rivets,
I don't think there is a way to drop it.  You can avoid picking up the 
tool by jumping when it passes through you.  You can jump off the right side
of the building and you bounce off the platform at the bottom of the screen
and either up or down one level from where you were.

Level two:  Pick up the house-shaped item from each level.
